  One reason modern costumers often work from the bottom up while original factory workers could work from the top down more easily is that we know how large we want the bottom hoop to be and judge going from there up while they were making hundreds in set sizes so the wires were likely already cut and merely needed assembling.

If you find you're catching your feet in the hoops, you might try making the bottom hoop about 10" off the ground. It will still support the skirts but not be so entangling. Then two full-gathered petticoats should be enough over the top.
